(1) Direct Care: Nursing Facilities with an actual direct care ratio greater than 1.0
(rate worksheet, page 6, line 16) were included in the number of facilities not
not reimbursed their direct care costs. (DHFS variable number 734)
(2) All Cost Centers: To determine the number of Nursing Facilities not reimbursed for
their costs, (DHFS variable number 1307), "average projected operating expense
including property" was compared to (DHFS variable number 1308), "average Medicaid
rate" to determine if all costs were reimbursed. The loss reflects occupancy penalties
applied in the Medicaid rate calculation.
